1. Introduction
Orissa Chemical Society (OCS) was constituted in 1985 with Prof. Mahendra Kumar Rout, renowned Professor of Chemistry of international repute, as the Founder President of the Society. The OCS is a coveted organization of Odisha which have enrolled large numbers of chemical scientists, chemical engineers, and chemical technologists of the state and outside the state as Patron Members, Life Members, Annual Members, Student Members, and Institutional Members. Almost all Lecturers/Assistant Professors, Readers/Associate Professors, and Professors of Chemistry of various colleges and universities of the state are members of this august body. Research scientists working in various universities, institutions, and industries of the state are also members of this distinguished professional Society. The Society conducts one regional conference and one annual conference every year in different regions of the state so that the entire chemical community of the state comes to a single platform for the cause of chemistry. The Society is also conducting state-level chemistry Olympiads since 2004 to attract young chemistry students of the state, especially from the +2 level, to take up chemistry as a professional career and win national and international chemistry Olympiads.
2. Constitution of OCS
(A) Name
The Society shall be called by the name “Orissa Chemical Society”.
(B) Headquarters
The Orissa Chemical Society shall function from the workplace/residence of the Secretary-cum-Treasurer.
(C) ‘Aims and Objectives’ of the OCS

To promote and improve the standard of teaching of chemistry in the state of Odisha.
-
To promote research in chemistry and allied sciences in the state of Odisha.
-
To organize conferences and symposia in furtherance of the above causes.
-
To popularize the discipline of chemistry and create public awareness regarding the environmental impacts of various chemicals/chemical products in our daily lives.
-
To honour eminent teachers and chemists of Odisha.
-
To bring out a journal in chemistry.
(D) Definition
The Articles of the constitution of the Orissa Chemical Society are:

The expression “Society” shall imply “Orissa Chemical Society”.
-
The expression “Executive Committee” shall imply the Executive Committee of the Society as defined in Article G.
-
The expression “General Body” shall imply the body consisting of the members of the Society.
-
The expression “Year” shall imply the period between two consecutive Annual General Body meetings.
(E) Membership
-
Any resident of Orissa holding a post-graduate degree in chemistry/ allied subjects or a degree in engineering related to chemistry is entitled to become a Life/Patron Member of the Society on payment of Rs. 1000 and Rs. 3000, respectively.

NRIs satisfying the above qualifications can become Patron Members on payment of US$100.
-
Post-graduate/honours students in chemistry are entitled to become sessional Student Members on payment of Rs. 50.
-
Other persons interested in the cause of chemistry may be taken as Life/Patron Member on approval of the Executive Committee without voting rights.

Institutions may enrol as Institutional Members without voting rights on payment of Rs. 5000.
(F) Management of the Society
The management of the Society shall rest with the Executive Committee of the Society as defined in Article G.
(G) The Executive Committee
-
The Executive Committee of the Society shall consist of the following functionaries:

President

Three Vice-Presidents

Secretary-cum-Treasurer

Two Joint Secretaries
-
Nine Members
-
The Committee shall be elected from among the members in the Annual General Body meeting subject to the condition that no Committee members shall be elected for more than two consecutive terms.

The President may invite additional members to a particular meeting of the Committee if deemed necessary for effective transaction of business in the said meeting.
-
The elected Executive Committee shall have the tenure of office till the next General Body meets for electing a new Committee.
-
The Committee shall meet at least thrice during its tenure of office.
-
The Committee shall act subject to the approval or ratification of the General Body and shall discharge the following specific functions:
-
Approve the budget for the year, limiting receipts to the interest accrued from the fixed/terms deposits and estimated income from other sources during the year.
-
Constitute sub-committees for undertaking various objectives of the Society as defined in Article C and take appropriate decisions on the recommendation of the subcommittees.
-
Finalize the venue and agenda for the Regional/Annual Conference of the Society.
-
May sanction an amount not exceeding Rs. 2000/- as seed money to the Local Organizing Committee for holding Regional/Annual Conference.
-
The office bearers of the Executive Committee as at Article G(i) shall have:

President: The President shall preside in all General Body and Executive Committee meetings and other forums organized/collaborated by OCS as well.
-
Vice-Presidents: In the absence of the President, one of the Vice-Presidents shall discharge the function of the President.
-
Secretary-cum-Treasurer: The Secretary shall be the Chief Executive of the Society. He/She shall issue notice and circulars to the Members of the Society, whenever the occasion arises, shall be responsible for maintenance of the documents and papers of the Society, and shall discharge any other functions in accordance with the decisions of the General Body or Executive Committee.

Joint Secretaries: The Joint Secretaries shall assist the Secretary in all work pertaining to the Society and may discharge such other functions as may be entrusted by the General Body/Executive Committee. In the absence of the Secretary, one of the Joint– Secretaries shall discharge the function of the Secretary.

Members: They shall attend the meetings of the Executive Committee and participate in the deliberations for the development of the Society. They may discharge such other specific functions as may be entrusted by the Executive Committee/President.
(H) Audit
A competent authority appointed by the Executive Committee shall audit the Society's accounts annually.
(I) Quorum
The quorum of the Executive Committee Meeting shall be five members, and that for the General Body Meeting shall be 30.
(J) Dissolution
Upon dissolution of the Society, its assets will be handed over to a similar registered body or Government after clearing all its debts and liabilities.
(K) Amendments
Amendment to any of the above Articles can be made at the General Body Meeting. The proposal for such amendments should reach the Secretary at least fifteen days before the meeting of the General Body.

“Sarat Chandra Science Promotion Award” for a teacher of a school in an educational district having an outstanding contribution to promoting science education and innovation among school students.

“Prof. Bimbadhar Nayak Memorial Award” for the best research paper in physical/theoretical/computational chemistry.

“Prof. Dinabandhu Bhatta Memorial Award” for the best research paper in organic chemistry.

“Prof. Manju Mishra Award” for the best female researcher (40 - 60 years of age) of the state in any discipline of chemical sciences.

“Prof. M. K. Rout Memorial Essay Competition” – Three prizes for essay competition among Chemistry Honours and Post-Graduate students of the state.

“Braja Bihari Patnaik Memorial Prize” – Prizes for the top three students of the Chemistry Olympiad conducted by the OCS.

“Chemistry Olympiad Prizes”. The best 20 students receive cash prizes and Olympiad Certificate of Merit (Conducted and awarded by Olympiad Cell under the banner of the OCS).

6. Activities organized by the OCS

Regional conference: (To promote the concept and activities of the Society at the grass-root level). The Society theme is selected pertaining to the local problem related to chemical/allied science.

Chemistry Olympiad (OLYCHEM): (Among +2 science students). This is organized to inbreed the concept of chemistry in young minds at the state level.

OLYCHEM Workshop: Best 100 students of OLYCHEM are trained for a period of 7 to 10 days by experts in the field to prepare the students for the national level in chemistry/competitive entrance tests.

Annual Conference: Two days' Annual conference is organized to promote the cause of chemistry/allied science for teaching and research. It usually is held during the second half of December every year.

7. OCS website
OCS website was inaugurated at Christ College, Cuttack, on 12.06.2003, and the same was operating satisfactorily for the service of the entire chemical community. Recently the website has been re-designed and upgraded.

8. Future plans and programs

College Teachers’ Orientation Program on advanced topics of chemistry.

To build awareness at Gram Panchayat level on chemical hazards and ENVIRONMENTAL POLLUTION AND ASSOCIATED LOCAL ISSUES THROUGH WORKSHOP.

Conferring “Fellowship of Orissa Chemical Society (FOCS)”: Plans are underway to confer fellowship of Orissa Chemical Society (FOCS) to eminent chemistry teachers, chemical scientists, engineers and technologists, and distinguished professionals in the field of chemistry for their significant contribution and lifetime achievement for the cause of chemistry and Orissa Chemical Society. They will be designated as “Fellow of Orissa Chemical Society (FOCS)’, and this honour will be recognized as the highest honour of the OCS. The fellowship will constitute one medal with an OCS logo on it, a citation, a memento with an OCS logo, and a shawl, and the same shall be conferred to them by the chief guest at the annual conference of OCS.
